Regular provincial buses run from Manila to Alaminos or Dagupan; from those towns catch a local bus or jeepney to Bolinao town.
From Bolinao town you can take a short tricycle or motorbike ride to Patar Beach (the ride is typically around 10-15 minutes). There is a small walk from the beach drop-off to the sand and viewing points.
