Adriatic Coast & Riviera (Ulcinj - Budva - Bar)
By late spring the coast is warming steadily: April sees long sunny spells and comfortable daytime temperatures in the high teens to low twenties that make exploring Kotor’s waterfront or Budva’s old town pleasant. The sea is still cool but tolerable to some, particularly by month’s end; cafes with terraces reopen and seasonal ferry crossings increase. Shoulder-season travel means fewer crowds and lower prices, but pack for chilly nights and occasional rains; winds like the jugo can still bring humid days and choppy seas. Coastal hiking paths to Sveti Nikola are good for day trips now, with wildflowers in bloom.
Bay of Kotor & Herceg Novi (Kotor - Perast - Herceg Novi)
By April the bay tastes of spring-wildflowers appear on the slopes above Kotor and daily temperatures commonly reach the teens, making cliffside walks and fortress climbs pleasant. Rainfall moderates compared with winter, but sudden showers still refresh the air; bathing is rare but cafés with terraces reopen for sunny spells. The bura is less frequent now, and sea conditions are calmer for short boat trips to natural sights and islands. Pack layers: warm mornings and cooler winds at elevation are routine.
Lake Skadar & Podgorica Plain (Lake Skadar - Podgorica - Virpazar)
April transforms the Skadar area with visiting warblers and blooming wetlands; daytime warmth often reaches the high teens, and long walks along lakeside hides are comfortable. Reedbeds come alive, making it one of the year’s best months for birdwatching and photography; migratory peaks happen now, and boat operators are in full swing. Afternoon showers are still possible, so waterproofs are sensible, but evenings cool down-bring a sweater. Roadside fruit stalls begin to sell fresh produce and local wine tastings reopen.
Northern Highlands & Mountains (Durmitor - Žabljak - Prokletije - Tara Canyon)
By April the highlands show strong contrasts-snow persists on Durmitor’s peaks while valleys open with early alpine flowers and running meltwater. Hiking in lower elevations becomes doable on dry days, but many high routes remain snowy and technical until late spring. Rafting on the Tara can be excellent as flows rise, but operators schedule runs carefully around conditions. Bring layered gear for everything from wet spring slush to unexpectedly sunny trail days and expect muddy approaches.
