The first hints of spring arrive in February along the Riviera as daytime temperatures climb a few degrees and the first crocuses and rosemary flowers appear in Budva’s old town walls. Rain remains common but shorter, and there are already locals strolling the waterfront; sea swimming is still rare except for hardier locals. Ferry and boat schedules start to stretch back toward service but remain irregular-check before planning island hops. Pack a warm jumper and a windproof layer for evenings; it’s a good shoulder-season time to explore museums and coastal villages without crowds.

Bay of Kotor & Herceg Novi (Kotor - Perast - Herceg Novi)

February mornings in Kotor can be foggy with pockets of sun breaking through during the day; daytime temperatures are commonly in the single digits to low teens Celsius. Rain is still common, but you get occasional crisp, clear days when the bura clears the bay and the mountains glitter with fresh snow-great for dramatic photography from the fortress trails above the town. Boat services around Perast and Our Lady of the Rocks are limited; shore excursions and café hopping are the most reliable activities. Wear warm layers for windy viewpoints.

February mornings on the lake are often clear and cold, and the first hints of spring show in the bare branches of riverside poplars. Daytime temperatures begin to edge upward into the low teens on sunny days, but cold snaps are still possible. Birdlife becomes more active; early migrants arrive and photographers get impressive shots of waterfowl against bleak marsh backgrounds. Bring binoculars and warm layers if you plan dawn boat trips-operators run fewer tours than in summer.

Northern Highlands & Mountains (Durmitor - Žabljak - Prokletije - Tara Canyon)

February keeps the high plateaus in full winter mode, with abundant snowpack and excellent conditions for skiing and winter hiking on Durmitor’s slopes. Daylight lengthens slightly but temperatures remain routinely below zero at higher elevations, and avalanche risk can be significant on steep faces after fresh snow-stick to marked trails and guided routes. Winter festivals and local mountain lodges offer hearty cuisine and log fires, but expect some remote cabins to be closed or reachable only by 4x4. Pack warm insulated layers and good boots.
