Mactan-Cebu International Airport (CEB) / Ninoy Aquino International Airport (MNL): Naval (Biliran) has no major commercial airport; most visitors fly into Tacloban (Daniel Z. Romualdez Airport, TAC) or Cebu (CEB) or Manila (MNL) and continue by land/sea. From Tacloban you can travel overland by bus to Biliran province and then take a ferry or roll-on/roll-off (RORO) service to Naval.
Tacloban Airport (TAC): Tacloban is the closest airport with regular domestic flights; from Tacloban take a bus or van to a ferry terminal (e.g., Baybay/Ormoc area depending on routing) and then RORO/ferry services to Biliran Island and on to Naval. Total transfer time varies widely (several hours) depending on connections and ferry schedules.
Train: There are no rail connections to Naval; travel in the Eastern Visayas is by road and sea.
Bus / Van / Ferry: The usual route to Naval is by overnight/long-distance bus or van from Tacloban or Ormoc to a Biliran ferry terminal, then by RORO or passenger ferry to Naval port. Inter-island ferry schedules vary - check local operators for current times; total travel from Tacloban/Ormoc typically takes several hours including sea crossing.
- Bus / Van (intercity) (PHP (varies by route)) - Long-distance buses and vans connect Tacloban, Ormoc and other Leyte hubs with ferry terminals serving Biliran. These are the primary overland options; services vary by operator and season. Book ahead where possible for popular travel days.
- Ferry / RORO (Low to moderate (PHP)) - Ferries and roll-on/roll-off (RORO) services operate between Leyte and Biliran - the final leg to Naval is by sea. Ferry schedules and reliability vary with weather; allow plenty of time for connections. Passenger fares are modest, vehicles incur additional charges.
- Taxi / Tricycle (local) (Low (PHP)) - On arrival in Naval, tricycles and local taxis provide short-distance transfers from the port to guesthouses and town centre. They are inexpensive and convenient for first/last mile travel.
- Boat charter / Private transfer (Moderate to high (PHP)) - For more direct or flexible scheduling, private boat charters can be arranged from nearby ports - more expensive but useful when public ferry timings don’t align with flights or buses.
- Motorbike / Rental car (Rental varies (PHP)) - Motorbike rentals are common for getting around Biliran and exploring coastal roads; car rentals are less common and usually arranged from larger Leyte centres. Fuel and road conditions vary - ride carefully on rural roads.
- Walking - Naval’s centre is compact and easily explored on foot - walking is the best way to reach markets, ferry terminals and local eateries. Use walking for short errands and sightseeing.
