Northern Luzon (Ilocos, Cagayan Valley, Cordillera)

November brings the northeast monsoon (Amihan), ushering in drier, cooler air that clears humidity and calms seas along much of the western coast. Metro Manila & Central Luzon (Manila, Clark, Subic, Pampanga)

November brings the dry, cooler northeast winds (Amihan) that clear Manila’s humidity and settle the skies-travel becomes more comfortable for city tours and weekend trips. Weekends past mid-November are popular for driving escapes to Tagaytay and the Cavite highlands; book ahead for the start of the tourist season. Nighttime temperatures feel noticeably cooler and less oppressive, so a light jacket is handy on breezy evenings.

Southern Luzon & Bicol (Laguna, Quezon, Batangas, Albay, Sorsogon)

November is the arrival of Amihan for Southern Luzon and Bicol, with much clearer skies, calmer seas and cooler evenings-excellent for island hopping in Caramoan or diving around Catanduanes when conditions permit. Fall colours aren’t a thing here, but agricultural landscapes are still scenic and whale shark season may wind down. Book early for the dry season, which is popular for domestic beach traffic.

Palawan & MIMAROPA (Palawan, Mindoro, Romblon, Marinduque)

November is the beginning of the drier, calmer season across much of Palawan and the MIMAROPA group-sea conditions are steadily more reliable and diving visibility improves substantially. Resorts reopen fully and birdwatching in places like Calauit becomes more consistent. For travelers, November offers a good balance of fewer crowds and better underwater conditions than the peak winter months.

Visayas (Western, Central, Eastern - Panay, Negros, Cebu, Bohol, Leyte, Samar)

November ushers in the northeast trade winds and generally drier, clearer weather across the Visayas; diving, snorkeling and island hopping recommence in earnest with improved visibility and calmer seas. Off-season discounts fade quickly as demand increases through December, so book ahead for the holidays. Cooler breezes are welcome after months of humidity, making evenings pleasant for seaside dining.

Mindanao (Davao, Cagayan de Oro, Zamboanga, Bukidnon)

November ushers in more settled, drier weather in large parts of Mindanao-Davao’s dry spell is a welcome respite and coastal dives and beach trips resume regular schedules. The end of the year sees increasing domestic travel but still fewer crowds than Luzon or the Visayas at peak season. Nights are comfortable; a light fleece is handy for mountain lodges and early-morning hikes.
