Phnom Kulen National Park protects the Kulen plateau in Siem Reap province and combines forest, waterfalls and important Khmer archaeological sites. It is closely associated with the origins of the Angkorian state and is a national park and pilgrimage area.

The Phnom Kulen waterfall, a riverbed with numerous carved lingams and bas-reliefs often referred to as the River of a Thousand Lingas, and the hilltop shrine area with a large reclining Buddha. Trails through the park link archaeological sites and natural viewpoints.

Phnom Kulen is historically significant as the site where, according to inscriptions, King Jayavarman II proclaimed the independence or establishment of the Khmer polity in 802 AD. Many of the stone carvings in the river and small temple ruins date to the Angkorian period and later restoration phases.

The park sits on the Kulen plateau east of the city of Siem Reap and is accessed by a road that climbs from the surrounding lowlands. It is a day-trip destination from Siem Reap and lies within Siem Reap province.
