The structure dates from the aftermath of the Battle of Čegar in 1809, when Ottoman forces built a tower incorporating the skulls of fallen Serbian rebels as a warning. Over subsequent decades the site has been preserved and treated as a national memorial, with conservation and curatorial measures applied to the remains.

The Skull Tower stands in the vicinity of Niš in Central Serbia, at the site traditionally associated with the Battle of Čegar. It is accessible from the local road network and is a marked historical site in the region.
