Much of the terrain lies above 1,300 meters, and the region is served by hot-spring towns that act as bases for visitors. The nearby Jigokudani Monkey Park is a frequent paired visit for travelers based in the highlands.
The modern resort infrastructure was developed in the 20th century for winter sports and year-round mountain recreation, while the highland itself is a natural plateau shaped by alpine processes. The site is managed in coordination with the national park for conservation and tourism uses.
The highlands sit in northern Nagano Prefecture around the town of Yamanouchi, in central Honshu. The landscape is a mix of broad plateaus, volcanic ridges and valleys within the greater Joshinetsu Kogen highland system.
