Mount Hiei
Mountain Mountain overlooking Kyoto, home to Tendai temples
Mount Hiei above Kyoto hosts the Enryaku-ji temple complex, forested trails and viewpoints over the city and Lake Biwa; visitors come for pilgrimage routes, cable-car access and seasonal foliage.
Mount Hiei is a forested mountain straddling the border of Kyoto and Shiga prefectures in Japan, rising to 848 metres. It is best known as the site of the Enryaku-ji Tendai Buddhist monastery complex, a major centre of Japanese Buddhism.
The mountain offers temple precincts, paved and dirt walking trails, and mechanical access via cable car and ropeway, making it popular for short day hikes and religious visits. From the summit and several terraces there are wide views over Kyoto city to the west and Lake Biwa to the east, and many visitors time trips for sunrise or autumn colours.
Enryaku-ji was founded by the monk Saichō in 788 as the headquarters of the Tendai school and grew into an influential monastic complex. The temple complex suffered destruction during Oda Nobunaga’s campaigns in 1571 and was rebuilt and maintained in subsequent centuries as an important religious site.
Mount Hiei sits northeast of central Kyoto and forms a prominent wooded ridge overlooking the Kyoto Basin and Lake Biwa. The site is easily reached from Kyoto by public transport to the base stations for the cable car and ropeway.
- Elevation and access: The mountain's summit elevation is 848 metres, and the site is accessible by hiking trails as well as a cable car and ropeway from the southern approaches.
- World Heritage: Enryaku-ji on Mount Hiei is part of the UNESCO World Heritage listing for Historic Monuments of Ancient Kyoto and contains important early Tendai Buddhist structures and art.
What to See #
- Enryaku-ji: Enryaku-ji is the Tendai Buddhist monastery complex founded on the mountain with multiple precincts, temples and the original Konpon Chudo main hall dating from the 8th and 9th centuries in origin.
- Cable car and ropeway: Hiei Cable and Ropeway provide mechanised access from the base towns to station points partway up the mountain, linking to walking trails and viewpoints over Kyoto and Lake Biwa.
- Summit and viewpoints: Summit trails and viewpoints give panoramic views across Kyoto city to the west and Lake Biwa to the east from the mountain's 848-metre peak.

Tips for Visiting Mount Hiei #
- Aim to arrive early on a weekday-first cable cars and the temples open before tour groups arrive, and morning light gives the best views over Kyoto and Lake Biwa.
- Use the two main access routes depending on where you start: the Sakamoto/Hieizan cable (Ōtsu side) gives the shortest walk up to Enryaku-ji's main halls, while the Yase/Eizan approach (from Kyoto) is more scenic if you're starting in the city.
- Don't just visit the main temple buildings-follow the short footpaths and observation points above Enryaku-ji for panoramic vistas and quieter temple precincts that many day visitors miss.
