The Kremlin Senate is an 18th-century government building inside the Moscow Kremlin, designed in the classical style. Construction began in the 1770s under architect Matvey Kazakov and the building served Imperial administrative functions.
Internally the building was laid out to house large official chambers and offices and later accommodated a range of governmental bodies through imperial, Soviet and post-Soviet periods. Its size, location and classical facade make it one of the prominent structures within the Kremlin’s ensemble of official buildings.
Historically it housed the Governing Senate of the Russian Empire and subsequently was repurposed through the 19th and 20th centuries for different state institutions. The building remains part of the Kremlin complex and its ensemble of government and ceremonial structures.
The Senate sits on Kremlin grounds in central Moscow, adjacent to other state and historic buildings within the fortified Kremlin walls.

How to Get to Kremlin Senate #
The Kremlin Senate is inside the Moscow Kremlin complex adjacent to Red Square. The easiest way is to use the Moscow Metro and get off at one of the central stations serving Red Square (for example Okhotny Ryad / Ploshchad Revolyutsii / Biblioteka Imeni Lenina) and walk a few minutes onto Red Square and to the Kremlin ticketed entrances. Driving into the immediate Kremlin area is restricted; use central public transport or a taxi to the Red Square/Manezhnaya area.

- The Senate building is inside the Kremlin and is not open to general public tours; plan to view it from the Kremlin grounds or from Red Square rather than expecting interior access.
- Buy Kremlin tickets (for the Armoury, cathedrals and grounds) online ahead of time and arrive when the Kremlin gates open to reduce time spent in security queues.
