Culebra is a small island municipality off the east coast of Puerto Rico, known for clear water, white-sand beaches and a relaxed, low-density environment favored by beachgoers and snorkelers. The island is internationally recognized for its beaches, especially Flamenco Beach.
Beaches, shallow reefs and calm bays are the main draws - Flamenco Beach is a long, sheltered crescent with snorkelable reef close to shore and is the most visited site. For much of the 20th century parts of Culebra and nearby islets were used by the United States military for training and target practice; sustained local protest in the late 20th century led to the withdrawal of most military use and to the establishment of protected areas. Since then the island has focused on conservation and tourism.
Culebra lies off the eastern seaboard of Puerto Rico and is accessed by ferry or short flights from the main island; the municipality is a small, sparsely populated island group east of the Puerto Rican mainland town of Fajardo.
