Ytre Hvaler National Park is a Norwegian national park protecting a coastal archipelago and adjacent marine areas in the southern Oslofjord region. It was created to conserve skerry landscape, kelp forests and shallow seabed habitats.

The park covers several hundred square kilometres of mostly marine territory and includes numerous islands and skerries with sheltered bays and shallow reefs used for recreation. Popular activities include boating, kayaking, snorkeling and diving in summer, plus hiking on larger islands and birdwatching along the coast.

The protected area was designated by Norwegian authorities to conserve both terrestrial and marine ecosystems and to regulate activities like fishing and development around sensitive habitats. Management focuses on maintaining natural values and traditional low-impact uses.

The park lies off Norway’s southeastern coast, within the Hvaler archipelago close to the border with Sweden and roughly a one- to two-hour drive from central Oslo depending on route and ferry access. The nearest towns with visitor services are in the former Østfold/Vestfold region.

How to Get to Ytre Hvaler National Park #

Ytre Hvaler National Park covers the outer islands in the Oslofjord/Skagerrak area and is reached from the Norwegian mainland by road and local ferries. From Oslo it is typically a car drive of roughly 1.5-2 hours (about 100-130 km) via the E6 south toward Fredrikstad, then follow county roads to the Hvaler islands; take local vehicle ferries or passenger boats where needed. Passenger ferries and local buses connect Fredrikstad (and other nearby towns) with villages such as Skjærhalden on Hvaler; from those quays many island trails and shore sites are a short walk.

Tips for Visiting Ytre Hvaler National Park #

  • Use Skjærhalden on Hvaler as the main gateway - ferries, boat rentals and visitor information are concentrated there, making it the easiest launch point for island-hopping in the park.
  • Visit outside the peak July weekends (or early morning on summer days) to find quieter coves and better picnic/snorkel spots; the outer islands get busy on warm summer weekends.
  • Explore the park by kayak or small boat to access sheltered inlets and rocky skerries that you can't reach by road; always check local tide, wind and weather forecasts before setting out.
