Lower Klamath National Wildlife Refuge is a federal wetland refuge on the California-Oregon border in the northern Klamath Basin, established in 1908 as one of the earliest waterfowl refuges in the United States.

The refuge protects marshes, seasonal wetlands and shallow open water that support migrating waterfowl, shorebirds and wetland-dependent wildlife. Visitors use roadside pullouts and viewing areas to observe concentrations of ducks, geese and other waterbirds during the spring and fall migration periods. The refuge is also part of a larger wetland complex important for regional waterbird conservation.

Created by the federal government in 1908 to provide protected habitat for waterfowl, the refuge has been managed by the U.S. Fish and Wildlife Service and has seen ongoing wetland management and restoration efforts to maintain seasonal flooding and habitat. Over time the refuge became a key unit within the Klamath Basin National Wildlife Refuge Complex.

The refuge lies along the California-Oregon border in the northern Klamath Basin, adjacent to agricultural lands and other refuges in the complex; the city of Klamath Falls, Oregon, and the town of Tulelake, California, are the nearest population centers. The surrounding landscape is a mix of seasonally flooded wetlands and irrigated farmland.
