From Noi Bai to central Hanoi you can take the airport shuttle/bus (several lines including the Noi Bai Express) for about 40,000-60,000 VND and roughly 45-60 minutes depending on traffic; an airport taxi to Hoàn Kiếm or Cầu Giấy generally costs 300,000-450,000 VND and takes 40-60 minutes.
