The lake is ringed by a popular public promenade and parkland used for walking, jogging and community events; the nearby Lakeside Park includes ornamental gardens and picnic areas. The water body functions as a recreational focal point for the city.

Historically the lagoon was shaped by tidal connections to the bay and urban development in Oakland; it was set aside early on for public use and later designated and managed for both recreation and wildlife conservation. Over time park facilities and shoreline improvements were added.
