From Kyoto Station take the Karasuma subway line to Karasuma-Oike and transfer to a local bus (several lines serve the shrine, including numbers 50/101/102 depending on routing), or take a taxi (about 15-25 minutes depending on traffic). It’s also walkable from Nijo Castle (about 20-30 minutes).
