Kirkeøy (also written Kirkøy) is the principal island of the Hvaler municipality in Østfold county, southeastern Norway, and serves as the population and administrative centre of the archipelago. It is the largest and most settled island in the group.
The island’s main settlement is the harbour village of Skjærhalden, which provides shops, harbour facilities and ferry links; the archipelago is popular for boating, summer houses and coastal recreation. Visitors and residents use ferries and roads to move between islands and to the mainland.
Historically the Hvaler islands developed as fishing and maritime communities; Kirkeøy became the administrative and service centre for the municipality as settlement concentrated there. Modern change has seen growth in leisure housing and visitor services focused on summer tourism.
Kirkeøy sits in the outer Oslofjord close to the Sweden-Norway maritime border, off the coast of Østfold. The nearest larger urban centre on the Norwegian mainland is Fredrikstad, and the island landscape is rocky coastlines, inlets and sheltered boating waters.
