The park contains a multi-story castle keep and terraced fortifications set within moats, stone walls and landscaped grounds. Visitors come for the castle architecture, the moats and the large number of cherry trees-over 2,500 in the park-making it a major hanami destination.

The castle fortifications at the park date to the early 17th century when the Tsugaru clan established Hirosaki Castle; the surrounding grounds have been maintained and redeveloped over subsequent centuries as a castle park.
