The simplest option is the Airport Limousine Bus to Osaka Umeda (Kita) - roughly 25-35 minutes, about 640 JPY - then transfer to the Kintetsu network or Osaka Metro for a 20-30 minute ride to stations such as Fuse (total door-to-door ~50-75 minutes, combined ~900-1,100 JPY). There is also the Osaka Monorail to Hotarugaike/Senri-Chuo for connections, but the limousine bus to Umeda is usually most convenient with luggage.
Train: Higashiosaka is best reached and served by Kintetsu Railway (Osaka Line and Nara Line) - key stations include Fuse (布施) and Kawachi-Kosaka (河内小阪).
