It was established in 1987 and combines captive breeding, research, veterinary care and public education.

The site includes visitor viewing enclosures with landscaped habitats, an education and exhibition area that explains panda biology and conservation, and breeding and veterinary facilities not normally open to the general public. The base accepts visitors and supports outreach, scientific study and captive-breeding programs.
