The nearest town is Seia (roughly a 15-20 minute drive); Covilhã is farther (about 30-45 minutes by road). There is a paved car park near the summit area and a short walk (typically 5-10 minutes) from the parking/viewpoint to the Torre itself. Note that mountain roads can be icy or closed in winter, so check local conditions before traveling.
