From TIA you can take a shared minibus, bus or rent a car to travel north to Pukë; the drive is mountainous and usually takes around 2-3 hours depending on traffic and road conditions. Airport-to-city transfers cost roughly 300-1,000 ALL for shared minibuses or taxis to central Tirana, with longer intercity legs priced separately.
