Parnaíba-Prefeito Dr. João Silva Filho (PHB): Parnaíba has a small regional airport very close to the city (typically 10-15 minutes by taxi). From PHB you can take a short taxi or local transfer into town (fares are low; journey ~10-20 minutes).
