The abstract grid of 2,711 stone blocks creates a disorienting, undulating plane that visitors can walk through; the underground Information Centre provides historical context and personal testimonies. The memorial is located within walking distance of the Brandenburg Gate and Potsdamer Platz and is a well-known site for education and remembrance.

The German Bundestag approved the memorial project in the late 1990s and the completed memorial opened to the public in 2005. The site is intended to function both as a place of commemoration and as an educational facility through its exhibitions.
