The Colonies of Benevolence are a serial cultural property comprising planned agricultural settlements in the Low Countries, created as part of 19th-century social reform measures. They were developed to resettle the poor, vagrants and beggars in rural agricultural colonies where work and training were coupled with moral and social discipline.
The system was initiated in the Netherlands and also included sites in Belgium; Belgian components include the Wortel and Merksplas colonies. The settlements retain distinct layouts of housing, work buildings and agricultural plots that illustrate the reformers’ aims.
The colonies are located in both the Netherlands and Belgium and are sited in rural areas chosen for agricultural development and relative isolation from urban centers.
